According to the closure report in the Aarushi Talwar murder case, the Central Bureau of Investigation suspects Aarushi’s father Dr Rajesh Talwar as the only accused. But Dr Rajesh Talwar has not been chargesheeted due to insufficient evidence in the mysterious murder case of 14-year-old Aarushi.
In the closure report, which has been accessed by CNN-IBN, Dr Rajesh Talwar has been mentioned as an accused in Point 12(I) but not chargesheeted.

According to the CBI Aarushi was allegedly killed between 12 am and 1 am on May 17, 2008 as per the post mortem report.

The circumstantial evidences have been listed against Dr Talwar in Point 24, sub section iii) to x) of the report.

The crime scene dressed up, which could only have been done by parents, says the report. Presence of scotch bottle with blood stains of both victims indicates involvement of inmates.

Talwars could not explain why Aarushi’s room keys were untraceable the morning after the crime or if they had locked her the previous night

Surgical cuts on the neck of both victims were work of professional trained experts. Also, entire data on Aarushi’s mobile deleted…normal criminal couldn’t have done this.

Police were also diverted to look for Hemraj and keys of terrace not given even when asked.

Request for non mention of Rape in post mortem report and Dinesh Talwar’s call to post mortem doctor Sunil Dhore also raised suspicion.

Missing gold stick, which appeared unusually clean compared to others, also added to the suspicion.

Why no chargesheet- Point 25, Subsection i) to xiii)

• No blood of Hemraj in Aarushi’s room…he could have been killed some where other than the terrace where body was found
• Clothes of Dr Nupur Talwar and Dr Rajesh Talwar don’t show any blood stains
• Murder weapon not recovered
• Scientific tests on Talwars have not proved their involvement

No involvement of Servants – point 24, subsection ii)

• Perfect alibi for all there…there were present in their house at the time the murder happened.
• Call details suggest they were not in touch…so no conspiracy angle
• Krishna’s khukri appears blunt…no blood marks
• Hemraj is a teetotaler

Conclusion – Point 26

The investigation revealed several suspicious actions by the parents post occurrence, but circumstantial evidence collected during investigation has critical and substantial gaps. There is absence of clear motive and incomplete understanding of sequence of events and non recovery of one weapon of offense and their link to either servant or parent.

Aarushi Talwar’s mother Nupur reacted strongly to this report. “I can’t imagine an agency like the CBI (Central Bureau of Investigation) doing such a thing. If they had chargesheeted, I would have defended myself in the trial. But this is something they have purposely left hanging to us for the rest of our lives. You close the case, yet you are left with suspicions on you the rest of your life. It’s been two and a half years, today Rajesh (the father of deceased) is not able to sit here and talk to you, because he is completely broken and shattered. He says when justice for my child is going to come,” she said.

“These allegations are so wild, so speculative, and so imaginative that means there are people in the CBI who are absolutely unscientific. I mean they don’t even think like intelligent police officers. This is the state of the CBI? I absolutely cannot expect this to happen. I am going to wait for the report. This is all being said on the basis of what you are saying, if the CBI has said it or not, I didn’t even know that. But, if they have said it, and they have just said it out of their wild imagination, and they have just put false allegations to us, they are going to have to deal with it,” she added.
